In fact the brain hardly regenerates at all, once you get into adulthood.. whether you’re a drug user or not. But the brain does recover somewhat, once people get off of drugs.

Read the essay entitled, “The Ethics of Addiction” by Dr. Thomas Szasz. He starts from the World Health Organization’s definition of addiction to show that drug use (or abuse) is an ethical matter. As with all ethical matters, they should be addressed by a society’s mores. For example, liquor cannot be purchased or consumed by individuals unless they are of a legal age. Prescription drugs cannot be purchased or sold without a legal prescription from a licensed physician.

Consequently, one could argue that certain drugs could be too harmful to society to be permitted.
